    "Measuring Smartness: The Economics of Targeted Sanctions

    While broad economic sanctions and trade embargoes have long been used as instruments of foreign policy, targeted sanctions focusing on specific individuals, entities, and transactions are relatively new and less understood. Dr. Ahn will discuss some of his latest research using detailed firm-level data to provide empirical estimates of the economic impact of targeted sanctions, focusing on the case of sanctions deployed by the United States and the European Union against Russia after the crisis in Ukraine in 2014 as a natural experiment. 

    Dr. Daniel P. Ahn is the Deputy Chief Economist (a Deputy Assistant Secretary-level position) at the U.S. Department of State, where he leads on a wide range of international economic and security topics relevant to U.S. foreign policy, including global economic growth, financial stability, economic and financial sanctions, trade, and energy topics. He also represents the Department at numerous bilateral and multilateral fora.

    He is also a Professorial Lecturer at Johns Hopkins University Paul H. Nitze School of Advanced International Studies, where he teaches graduate courses on energy economics, finance, and the economics of conflict and national security.

    Before entering public service, Dr. Ahn was the chief economist for energy and commodities at Citigroup in New York, and also held senior positions at Citadel, Barclays Capital, and Lehman Brothers.

    He has also held research and teaching positions at Harvard University John F. Kennedy School of Government, the National Bureau of Economic Research, Columbia University School of International and Public Affairs, the Council on Foreign Relations, Georgetown University, and the International Monetary Fund.

    He is the author of numerous academic research articles, testimony before U.S. Congress, and a forthcoming textbook. He was featured in Forbes Magazine as one of 30 under 30 in Finance, and selected by ICAEW Economia as one of its Future Stars. He is a member of the Council on Foreign Relations.

    He completed his A.B. in economics and finance with honors from Princeton University, and his Ph.D. in economics from Harvard University.

    Dr. Nayantara Hensel

    Former Chief Economist, Department of the Navy

    "Challenges and Opportunities Facing the Defense Sector"

    Dr. Hensel will explore the interrelationships between national security needs, budgetary concerns, and the defense industrial base. She will discuss the impact of fiscal resources and demand on the development and production of defense products, as well as its impact on defense firms. Dr. Hensel will also highlight the role of the defense sector in the US and in the global economy. 

    Dr, Nayantara Hensel recently authored The Defense Industrial Base: Strategies for a Changing World, as well as has written over 50 articles and research reports. She has served as the Chief Economist for the Department of the Navy, as well as has served as Senior Manager and Chief Economist for Ernst & Young’s litigation advisory group. She has taught at Harvard University, the Stern School of Business at New York University (NYU), the Naval Postgraduate School, and National Defense University, and has also served as the Pentagon Scholar in Residence. Dr Hensel was awarded the Department of Defense Joint Civilian Service Commendation Medal in 2013. She received her BA, MA, and PhD from Harvard University, where she graduated magna cum laude and Phi Beta Kappa and specialized in finance and economics. She has served on the Board of Directors for the National Association of Business Economists (NABE) and the National Economists Club (NEC), and has served as the Chair of the NABE Industry Survey and the Chair of the NABE Outlook Survey. Dr Hensel is an elected member of NBEIC and the Conference of Business Economists.  Dr. Hensel currently serves as Associate Director at the Federal Housing Finance Agency (FHFA).

    Anthony Elson

    Author, International Economist

    "The Global Financial Crisis and Reform of the International Financial Architecture"

    Anthony Elson is currently an international economist, writer and university lecturer in the Washington, DC area. For a number of years, he was a senior staff member of the International Monetary Fund (IMF) with responsibilities for managing its macroeconomic surveillance and financial operations with a number of countries in the Asia Pacific and Latin American regions, and for the oversight of its global operations in statistics and work on international standards and codes.

    Since leaving the IMF, he has been an economic consultant with the World Bank and other public and private organizations, and is currently teaching at the Duke Center for International Development and the Johns Hopkins School for Advanced International Studies (SAIS). During the 2008-09 academic year, he was appointed the AGIP Professor of International Economics at the Johns Hopkins SAIS European campus in Bologna, Italy. He has also taught at Yale University. Other academic appointments include terms as a Senior Associate at St. Antony’s College, Oxford University and Visiting Fellow at the London School of Economics. He is currently a member of the Bretton Woods Committee, which is a select group of academics and professionals that promotes public and private support for the Bretton Woods institutions and a multilateral approach in US foreign economic policy.

    In addition to a number of journal articles, he is the author of Governing Global Finance: The Evolution and Reform of the International Financial Architecture (Palgrave Macmillan 2011); Globalization and Development: Why East Asia Surged Ahead and Latin America Fell Behind (Palgrave Macmillan 2013) and The Global Financial Crisis in Retrospect: Evolution, Resolution and Lessons for Prevention (Palgrave Macmillan 2017).

    He received a BA from Yale University, and an MIA (School of International and Public Affairs) and PhD in economics, both from Columbia University.

    Kenneth Rogoff

    Professor of Economics and Thomas D. Cabot Professor of Public Policy

    "Trumponomics and the Dollar"

    Kenneth Rogoff is Thomas D. Cabot Professor at Harvard University. From 2001–2003, Rogoff served as Chief Economist at the International Monetary Fund.  His 2009 book with Carmen Reinhart, This Time Is Different: Eight Centuries of Financial Folly has been very widely cited by academics, policymakers and journalists. One regularity that Reinhart and Rogoff illustrate is the remarkable quantitative similarities across time and countries in the run-up and the aftermath of severe financial crises. In general, they show that for financial crises, the differences between emerging markets and advanced countries are far less pronounced than previously believed. Rogoff is also known for his seminal work on exchange rates and on central bank independence.  His treatise Foundations of International Macroeconomics (joint with Maurice Obstfeld) is the standard graduate text in the field worldwide. His new book, The Curse of Cash (September 2016), argues the case for drastically scaling back the world’s paper currency supply. His monthly syndicated column on global economic issues is published in over 50 countries. He is a senior fellow at the Council on Foreign Relations, and serves on the Economic Advisory Panel of the New York Federal Reserve.

    Rogoff is an elected member of the National Academy of Sciences, the American Academy of Arts and Sciences, and the Group of Thirty. Rogoff is among the top eight on RePEc’s ranking of economists by scholarly citations. He is also an international grandmaster of chess.
